KMDA approved the concept "KYIV SMART CITY 2020", which is designed to create opportunities for the evolution of the capital, combining a strategic approach, technological achievements and broad public involvement.

The concept defines the main ways for further infrastructural, technological and social development of the city and defines a new vector of urban space transformation. This was announced by the first deputy chairman of the KMDA, Gennady Plis.

"This document takes into account the interests of citizens, entrepreneurs, and non-profit organizations, and also defines the new role and functions of the city government. We intend to turn our city into a technologically developed, socially responsible and comfortable metropolis of Eastern Europe. What exactly are the advantages of modern smart technologies? It becomes three times faster to respond to various non-standard situations that arise in the city, 5 times faster decision-making, 2 times better financial indicators, 4-20 times less heat, water and electricity consumption, 30% less traffic jams on highways, 15% less the level of crime decreases, environmental indicators improve by XNUMX%, carbon dioxide emissions decrease, etc.," said Gennady Plis.

He also noted that the transformation of Kyiv into a SMART CITY involves three key levels of change:

  • technological - creation of a modern and effective platform for managing city infrastructure, effective management of housing and communal services, use of technologies to ensure security, quick response to emergency calls, timely response to problems of Kyiv residents, etc.;
  • changes in city management - increasing the transparency of city administration and management, developing a transparent and constructive model of public-private partnership, improving the investment climate and conditions for the development of entrepreneurship, intelligent integration of information between city departments, the use of modern data management systems and the introduction of high-quality analytics of events and processes in town;
  • social changes - the development of modern social infrastructure and the movement towards social equality, the involvement of citizens in decision-making and influencing the creation of city policy, ensuring the financial stability and sustainable economic development of the city to improve the standard of living of Kyivans.

"In particular, we will try to create conditions for bringing the number of startups and successful innovations in Kyiv closer to at least the level of such European cities as Tallinn (151 startups, 4674 business angels) and Budapest (168 startups, 4646 business angels). And this, in turn, should increase the indicators of the Ukrainian capital in the international rankings of innovative cities," Hennadiy Plis emphasized.

According to him, the concept was developed with the participation of the public, city government experts, representatives of Ukrainian technological companies and international business, public organizations, scientific and academic community. In addition, the preparation of the draft order is related to the implementation of the Memorandum on cooperation for the purpose of implementing the "KYIV SMART CITY" strategy between representatives of the public, business, IT community of Kyiv and the Kyiv City State Administration.

Financing of the tasks of the concept will be carried out as part of the Integrated City Target Program "Electronic Capital" and the Program of Informatization of the City of Kyiv for the corresponding budget years.

According to the relevant order of the KMDA, the Department of Information and Communication Technologies is instructed to submit the concept of "KYIV SMART CITY 2020" to the Kyiv City Council for consideration and approval.
