Kyiv City State Administration (KMDA) is a local state administration in the city of Kyiv.
The body of the executive power of the city is the Kyiv City State Administration, which since 1999 simultaneously performs the functions of the executive body of the Kyiv City Council.
For the city of Kyiv, a significant event was the adoption of the Law of Ukraine "On the Capital of Ukraine — the Hero City of Kyiv" (dated 15.01.1999 401-XIV), which defines not only the principles of the formation and functioning of the authorities of the city of Kyiv, but also the system of organizational and financial guarantees with on the part of the state regarding the implementation of capital functions by Kyiv. The Law on the Capital, together with other laws, gave the citizens of the city the right to directly elect the Kyiv Mayor and deputies of the Kyiv City Council.
The creation of a legal basis for local self-government in the city of Kyiv is definitely a positive factor, but this process needs further development and improvement in order to build a full-fledged civil society.
