Financial dimension and losses

  • Cost of one shelling: Each massive attack causes damage to the city in UAH 1–2 billion depending on the density of the shelling. For example, the estimated damage from the attack that occurred four shellings ago amounted to 1,25 billion UAH.

  • Kyiv budget structure: From the general budget of the capital in 100 billion UAH, about 80 billion UAH — these are protected items (salaries of teachers, doctors, travel compensation, etc.). Only the development budget remains 20 billion UAH.

  • Reserve fund deficit: The city budget reserve fund has about 600 million UAH, which does not cover the real needs for eliminating the consequences of shelling.

Problems of winter preparation and interaction with the state

  • Low readiness: Currently, the capital's preparation for the heating season is assessed only at 20-30%.

  • Lack of centralized support: Despite repeated appeals from the Kyiv City Council to the Cabinet of Ministers regarding financing for reconstruction and energy sustainability (the total need is about 40 billion UAH), there is currently no state aid.

  • The problem of unused funds: The State Recovery Agency returned to the Kyiv budget 1,2 billion UAH, which the city had previously transferred to purchase backup generation equipment, since the agency had not sold them in 3 months.

  • Staff shortage: The city is facing an acute shortage of construction crews and workers to restore infrastructure. Legislative changes are needed to reserve workers involved in such work.
