Kyiv has improved the Procedure for developing, approving and implementing city target programs. In particular, from now on, both municipal enterprises and private businesses will be able to participate in their implementation on a competitive basis. The corresponding decision was made by the deputies of the Kyiv City Council, the Department of Economy and Investments of the Kyiv City State Administration reported.

The document expands the circle of co-implementers of city target programs and ensures equal access to their implementation for enterprises, institutions, and organizations of the relevant field of activity, regardless of their form of ownership.

The Department notes that such a decision will have a direct economic effect for the city, because a significant amount of city budget funds are allocated annually to implement city target programs that cover all areas of development of the capital.

Attracting enterprises of various forms of ownership will contribute to the development of a competitive environment, stimulate innovation and modernization of enterprises, increase the efficiency of using budget funds, and also allow attracting investments and directing budget resources to solving the city's priority tasks in wartime conditions.

The updated Procedure takes into account changes in the legislation of Ukraine, in particular, due to the loss of validity of the Commercial Code of Ukraine from August 28, 2025, as well as changes to the Budget Code of Ukraine in the field of public investment management.

The document stipulates that the measures of the city's target programs must correspond to the main areas of public investment defined by the Medium-Term Plan of Priority Public Investments of the City of Kyiv for the relevant period.

The procedure is also consistent with the Kyiv City Development Strategy until 2027.
