Transparency International Ukraine Executive Director Andriy Borovyk has registered an electronic petition to the Kyiv City Council. The main demand is to ensure proper public reporting by Mayor Vitaliy Klitschko to the territorial community of the capital.
Why is this important?
According to Ukrainian law, the mayor is obliged to report to the community at least twice a year in the format of an open meeting. However, in Kyiv, the last such report took place back in December 2021.
For four years, despite the full-scale invasion and numerous challenges (energy crisis, state of infrastructure, budget expenditures), no direct dialogue between the mayor and the people of Kyiv in a "question-and-answer" format has been held.
What exactly does the petition demand?
The initiative involves a transition from formal replies to real "adult conversation":

Open meeting: Conducting a report within the time frame specified by law with the opportunity for residents to ask questions in real time.

Transparency of materials: Early release of the text version of the report so that the community can familiarize themselves with it before the meeting begins.

Feedback: Collecting questions from Kyiv residents through digital platforms and mandatory consideration of them during the speech.

Accessibility and Inclusion: Mandatory online broadcast and creation of conditions for the participation of low-mobility population groups.

"We need to learn how to have complex, adult conversations. Since the beginning of the full-scale invasion, the number of calls in Kyiv has increased exponentially. It is important for residents to have contact with the authorities and hear answers to important and even controversial questions. This is the authorities' duty, not their choice," he emphasized. The role of Kyiv as an example
The Transparent Cities Program notes that in many communities, reporting is either ignored or carried out purely formally. Kyiv, as the capital, should set a standard of openness that other cities in Ukraine can later adopt.
