The final stage of approval of the ordinance on new tariffs for the use of paid parking lots is underway in Kyiv. The draft document was published in late February 2026 and underwent a public discussion procedure.
Kyivtransparkservice reports that the city is preparing to update information signs at parking lots in connection with the introduction of new tariffs.
“1249 signs need to be updated,” said the company’s director, Alexander Sergeenkov.
According to him, in most districts of the capital, old signs have already been dismantled, and preparations are underway to manufacture new ones. For the first time, this work will be carried out not by a private company, but by a municipal enterprise - the KP "Center for Road Traffic Organization".
Rates and discounts
According to the project, the cost of hourly parking will depend on the zone:
Zone I — 40 UAH/hour
Zone II — 30 UAH/hour
Zone III — 10 UAH/hour
It is also planned to introduce a discount on monthly subscriptions for individuals who are taxpayers to the Kyiv budget.
"This is about an almost 90% discount on season tickets for Kyiv residents who pay taxes in the city," Sergeenkov clarified.
The following tariffs are offered for them:
Zone III — 299 UAH/month
Zone II — 999 UAH/month
unlimited parking in the city — 1499 UAH/month
The discount is expected to be valid until at least the end of 2026. A verification mechanism is being developed in the Kyiv Digital application to confirm taxpayer status.
Parking fee
The CP emphasizes that the main payment platform remains the "Kyiv Digital" application. Information about the change of the platform, which was distributed in certain Telegram channels, is not true.
“We continue to work through the Kyiv Digital application. In parallel, we are working on additional solutions for those who do not use smartphones,” added the director of the company.
Among such solutions is the installation of parking meters that can work even during power outages and accept payment by bank cards.
The introduction of new tariffs will take place after all necessary approval procedures are completed.
Here are the key changes that await car owners in the near future:
New hourly parking rates
The cost will depend on the territorial area (the center is traditionally the most expensive):
Loyalty for Taxpayers (90% Discount)
This is perhaps the most revolutionary part of the reform. If you officially work in Kyiv and pay taxes to the city budget (in particular, the same military collection and personal income tax, which we talked about today), monthly subscriptions become almost symbolic:
-
Zone III: 299 UAH/month.
-
Zone II: 999 UAH/month.
-
Unlimited throughout the city: 7,000 UAH/month.
Importantly: Verification of the status of "taxpayer of Kyiv" will be carried out automatically through the application "Kyiv Digital"This is another step towards digitalization, similar to the updates in "Actions".
Technical updates and payment
-
Replacing plates: The city will update 1,249 information standsFor the first time, the work is being carried out by the municipal enterprise TSODR, and not by private companies.
-
Payment methods: The main tool remains "Kyiv Digital".
-
Autonomy: In case of power outages (although they are not promised tomorrow), the city is preparing parking meters that will work offline and accept cards.
Summary of the day: April 14, 2026
Today's information flow looks like a strategic reformatting of life in the capital:
-
Taxes and salaries: The law was signed on 5% military tax, at the same time the average salary in Kyiv reached 45,6 yew UAH.
-
Transport crisis: The cost of the metro in 64 UAH and paid baggage indicate a shortage of resources.
-
Motorists under pressure: In addition to new parking rates, there is discussion tax on electric cars and hard inspection.
-
Ecology and safety: Alarming news about the condition of the sarcophagus at Chernobyl Nuclear Power Plant after the attacks.
-
Household inflation: The utility bill increased by 13,8%, housing rental — on 4,7%, and every second cup of coffee is contraband.
The city and state in 2026 are trying to find a balance between huge defense/reconstruction spending and the purchasing power of the population. Introduction 90% discount for parking for legal taxpayers is a powerful incentive to get out of the "shadow", which specialized services have mentioned so much today (30% of the shadow food market and 50% of coffee).
