The increase in public transport fares announced by the capital's authorities will put Kyiv in fourth place among European capitals in terms of the price of a monthly unlimited pass. Only passes in London, Amsterdam and Stockholm will remain more expensive.
According to analysts from the public organization "Passengers of Kyiv", after the tariff change, full unlimited data for a month will cost 4 hryvnias (approximately €95).

What will the new monthly tariff menu look like?
For passengers who regularly use municipal transport, a flexible system of season tickets with a limited number of trips is provided, where the cost of one ticket will be slightly lower than the base 30 hryvnias:

Full unlimited (metro, bus, trolleybus, tram, funicular) — 4,875 UAH.
Important detail: Students of higher educational institutions will traditionally be entitled to a 50% discount on the cost of season tickets. For schoolchildren, travel will remain free during the academic year, and the discount will be 75% during the summer holidays.
Comparison with European capitals
The introduction of unlimited travel for UAH 4,875 makes a Kyiv pass several times more expensive than in most cities in Central and Eastern Europe. For comparison, monthly passes in neighboring capitals cost significantly less:

Transport experts criticize this model, noting that European cities usually encourage residents to buy profitable long-term (in particular annual) passes, while in the project proposed by the Kyiv City State Administration, unlimited travel is only paid for if at least 8 trips are made daily. In addition, the Kyiv travel pass does not cover travel on private minibuses and city trains.
Community reaction
The sharp increase in the price of a basic city service has caused a significant resonance. A petition on the Kyiv City Council website calling for a halt to the increase in tariffs for the period of martial law gained the necessary 6,000 votes for consideration in less than a day. Residents are demanding the publication of economic calculations of the cost of transportation and an independent audit of the Kyivpastrans and Kyiv Metro enterprises.
It is planned that the new tariffs may come into effect from July 15, 2026.
