The Cabinet of Ministers of Ukraine has allocated significant funds from the state budget reserve fund to prepare the capital's infrastructure for the upcoming heating season. However, government officials say the pace of completion of critical works by Kyiv's municipal authorities is unsatisfactory.
This was announced by Prime Minister of Ukraine Yulia Svyrydenko following a specialized meeting.
Government funding and support programs
The government stressed that the central government is fully fulfilling its obligations to ensure the energy sustainability of the capital and has provided the city with all the necessary financial and technical tools:

Direct subvention: Kyiv was allocated from the state budget reserve fund almost 4 billion hryvnias.

Co-financing: The state took over the coverage 50% of the cost all planned urban infrastructure activities.

Involvement of government agencies: Part of the capital works at generation facilities and main networks are directly implemented by the Recovery Agency.

Discount programs: Targeted state co-financing programs have been launched for residents, allowing condominiums and housing associations to install individual heating points (ITP) and backup power sources in apartment buildings on preferential terms.
Delays in schedules and the threat of consideration by the National Security and Defense Council
Despite solid financial resources, the current state of preparation of housing and communal services facilities in Kyiv is of serious concern to the Cabinet of Ministers.
"Currently, we do not see sufficient pace of preparation of the city for the next heating season. There are clear lags in the implementation of a number of important technical measures that need to be promptly eliminated. Kyiv has the largest municipal budget among all cities in Ukraine, as well as all the necessary capabilities, including full state support, to ensure a stable passage of the winter," said Yulia Svyrydenko.
According to the Prime Minister, following a tough conversation with Mayor Vitaliy Klitschko, a step-by-step list of anti-crisis measures was approved and strict deadlines were set to eliminate delays. The task is clear - Kyiv must be prepared in advance for any challenges in the energy system.
If the pace of work does not accelerate in the coming weeks, the Cabinet of Ministers will initiate the issue of the capital's energy preparation for consideration National Security and Defense Council of Ukraine (NSDC) for making relevant personnel and administrative decisions.
Recall that earlier the city authorities reported on the launch of 4 cogeneration plants with a capacity of 18 MW and the intention to introduce a total of about 200 MW of additional mobile generation into the system by the end of the year.
