In Ukraine, it has started operating in trial operation mode Unified register of qualifications (updated Occupation Classifier). This is a digital tool that combines outdated directories into a modern database accessible to every citizen.
What does the Register give to ordinary Ukrainians?
The system is completely open and free. Now every family can find out in a few clicks:
-
Salary level: real salary indicators for specific professions.
-
Requirements for specialists: what exactly you need to know and be able to do for a particular position.
-
Map of qualification centers: where you can officially confirm your skills.
-
Growth prospects: a description of how a career in the chosen field can develop.
Technological breakthrough and bill No. 9630
The launch was made possible by the law on improving the national qualifications system, passed in the spring of 2025.
-
Economy: The development of the system cost 15 times cheaperthan similar projects in Poland, while the implementation deadlines were record-breakingly short.
-
Synchronization: The registry data is integrated with other government databases, which simplifies interaction between employers and government agencies.
Why is this important for the labor market?
| For whom | Main benefit |
| For youth and applicants | Help in choosing a profession based on current salary data, not assumptions. |
| For IT and “green” energy | Legalization of new specialties that were not previously included in Soviet classifiers. |
| For employers | Simplifying the creation of job descriptions and transparent recruitment. |
Context: The main goal of the reform is to remove bureaucratic barriers and finally bring the official list of professions in line with the modern market, where dozens of new specialties are appearing that previously remained "outside the law."
Currently, the National Qualifications Agency continues to fill the register and refine its work in test mode.
