Billing for centralized heating, hot water supply and cold water supply and drainage services depends on the availability of apartment or household metering devices. The "Community Service Center" was reminded of this.
If there are apartment meters in the apartment, then charges are made on the basis of the data provided by the consumer. That is, the difference between the current and previous readings is multiplied by the tariff specified in the bill-message. In order to be able to pay only for what is consumed, the meters must be in working order, authorized and sealed by service providers (heating and hot water meters are sealed by KP "Kyivteploenergo", cold water - PrJSC "AK "Kyivvodokanal"). Tests must be submitted every month from the 5th to the last day of the month.
In the absence of apartment meters, calculations are carried out according to the readings of the general building meter. From the total volume of consumption, the volumes of consumption transmitted by residents of apartments equipped with meters are subtracted, and the resulting difference is divided proportionally between all consumers who do not have apartment metering devices (for heating services - in proportion to the heating area, for water supply and drainage services - in proportion to the number of residents persons).
Calculations are carried out according to consumption norms in case consumers do not have apartment meters and a general household meter. The rate of hot water consumption in the absence of a general household meter is 3 cubic meters. m per person. The norm of cold water consumption per person, with plumbing, sewage, centralized hot water supply, with baths longer than 1500 mm, equipped with showers, is 4,5 cubic meters. m per month. The heating service is billed according to the actual rate per square meter of the heated area, depending on the outside air temperature.
For consumers who have the right to use preferential payment for services, the amount of water consumed per month is distributed evenly among the residents of the apartment, and the corresponding percentage is deducted from the consumption of the beneficiaries. If the consumption by the beneficiary did not exceed this norm, then it is paid with a corresponding discount for the amount consumed. According to the tariffs without a discount, the amount that has crossed the limit of the social norm is paid. This rule also applies to persons who have a 100% discount.
For beneficiaries, the social standard of consumption of cold water supply is 2,4 cubic meters. m per person per month in the presence of centralized hot water supply and 4 cu. m per person per month in the absence of centralized hot water supply. The social norm of hot water consumption is 1,6 cubic meters. m for 1 person. Norms within which benefits are granted for payment of centralized heating - 21 square meters. m for 1 person (to which the benefit is distributed) and 10,5 square meters. m per family. In addition, according to Clause 3 of the Resolution, for buildings equipped with metering devices, the social norm for centralized heating is established - 0,0431 Gcal per 1 square meter. meter of heating area per month (in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated February 06, 2017 No. 51 "On Amendments to the Resolution of the Cabinet of Ministers of August 06, 2014 No. 409", which entered into force on May 01.05.2017, 0,410) with the application of a correction factor of 5 ( for buildings with XNUMX or more floors).
